Sorry for the late response. I've been out of the country for a couple of workshops.

I believe you do have the right version of NCL.

I need some more information to help determine the source of the rror.

First, exactly what command were you running when you got the error?

Did you have multiple versions of NCL/NCAR Graphics installed on your system? If so, you need to make sure
that the NCARG_ROOT environment variable is set to the correct path, and that $NCARG_ROOT/bin is on your
search path before any other version of NCL/NCAR Graphics.

Finally, what does the following report:

   gcc --version
   env | grep NCARG
   which ncl
