Dear Samuel,
In order to see a picture in the ctrans window, you may need to click
in the middle of the window with your left mouse button. You need to
continue clicking in the middle of the window to advance the frame,
until you get to the last frame, and then the window will go away
after the last mouse click.

This sounds like a RAMS problem, but it's possible it is an NCARG
problem. If there really are 25 frames in the file, but you are only
seeing 9 of them, then there may be a problem in the RAMS code that is
not properly advancing each frame. If you want to personally email me
your gmeta file, we can take a look at it.

I didn't think there were incompatibilities in having both HDF 4 and 5
installed on your system, but I'm not familiar enough with HDF 5 to
comfortably make this statement. Can anybody else help here?
However, you only need the HDF4 support built-in if you need to use
ctrans, ictrans and/or idt to save your NCGM images as HDF4 images.
HDF4 images.
