new email list for NCL/NCARG installation questions

Hi all,

Now that NCL and NCAR Graphics are both offered in source code format,
we have set up a separate email list for people to post their
questions about anything related to building, installing, porting, or
setting up your environment to use NCL or NCAR Graphics.

The new list will be "ncl-install_at_ucar.edu", and as with ncarg-talk,
you must subscribe in order to post:

   http://mailman.ucar.edu/mailman/listinfo/ncl-install

>From here on out, please post these kind of questions to
ncl-install_at_ucar.edu.
