If you are using VectorPlot from ncl or the HLU C or Fortran interface, set
vcRefMagnitudeF to the magnitude you want to use as the reference
(e.g., 5 m/s). Set vcRefLengthF to the length in normalized device
coordinates that you want to use for arrows representing the reference
magnitude.
The equivalent parameters in the LLU Vectors utility are VRM
for the reference magnitude and VRL for reference length. These function
in the same way as the HLU resources, except that the units of VRL are
"fraction of viewport width" rather than NDC. Set them using VVSETR.
