missing ictrans file

Hi. I'm installing NCAR Graphics on a 64-bit Rhel 4 workstation. I
used the source code. I keep getting the
errors in the attached file, and the ictrans executable is not created,
so we can't use idt to view our images.
Can someone please tell me how to fix this problem? Thank you very
much.
