Allow me to first say that NCAR Graphics v4.3.1 is about five years
old. You may download a more recent

It's possible that your X11 libraries are in a location other than
where the NCAR Graphics configuration script
thinks they might be. This is a configurable location; determine the
directory where your X11 installation is
rooted, and when asked for its location, enter it to the
configuration script prompt.
