Sivannarayana,

If by "weather information chart" you mean something like the
weather maps and station model data as illustrated in the
examples at the end of the document:

   http://ngwww.ucar.edu/ngdoc/ng4.4/supplements/wmap/

then working with the Fortran code in that package would
probably the best. Only certain functions from the above Wmap
package have been implemented in NCL:

   wmdrft - Draws weather front lines on the given workstation.
   wmbarb - Draws wind barbs on a given workstation.
   wmbarbmap - Draws wind barbs over maps.
   wmstnm - Plots station model data on a given workstation.

However, the NCL functions above might be enough to
give you what you want.
