Hi,
   I had similar issues when, at one point of time, i was attempting to
build ncl-5.0.0 from source code. When i switched over from GNU compilers to
Intel's compilers this problem disappeared, but in both cases, some stuff in
the $NCARG_ROOT/bin did not get built. More recently, i tried building
ncl-5.1.0 from source code using GNU compilers. All the files got built, but
i kept getting segmentation faults, and Intel's compilers would not build
everything.

   Bottomline is that a precompiled binary is the better choice. But
building NCARG should be much easier.
