ictrans on CentOS

I am testing version 4.4 of CentOS (derived from RedHat Enterprise). The
window opened by ictrans always appears on the bottom of all the other
open windows rather than on the top as one would like. No other app has
this problem, AFAICS. Is there an easy solution? (NOTE: Anything
involving more mouse clicks or keyboard strokes after typing "ictrans
flnm.cgm <return>" I do not consider to be a solution.)
