Hi Mark,

The ras* utilities in NCAR Graphics are unfortunately outdated, and
haven't been ported to a 64-bit system.

If you want to convert an NCAR Graphics image to GIF or PNG, we
recommend first going to a PostScript or PDF file (instead of an
NCGM), and then using one of the many free tools for converting from
PS/PDF to PNG.
