Do you mean it needs to be added somewhere withing the "ncargf77"
command script? Or is it as simple as:

ncargf77 my_file.f -lSystemStubs

In any case, I do not have this stub in any of my compile/link strings.
I was able to get the fink version of g77 to work as long as I used GCC
4.0 (Mac OS X 10.2)...but could not get it to work with GCC 4.2 (Mac OS
X 10.4).
