./Configure -v ERROR with Fedora 1 ?

Hi
        I have been trying to compile NCARG on RedHat 8.0 & 9 systems
and get the same 13 compile error. So I moved the code to a new Fedora
1 system. It does not even run the ./Configure -v command. The errors
I receive are below.
Anyone know what I can do to get buy this error?
