ncgm to gif conversion for Linux?

Can someone tell me how to get imtools (imconv) to work on a Linux platform
so that I can convert ncgm files to gif files?

I have been using the script ncgm2gif on my IBM RS6000 with imconv and
gifmerge. I am having trouble, however, compiling imtools on my Linux
platform (Redhat 7 with various compilers including PortlandGroup).
