Wind barbs have been available as a standard feature of the Vectors
utility since the release of NCAR Graphics 4.1. Set the parameter AST to 2
to enable the wind barb glyph style. There are a number of associated
parameters that can be used to tweak their appearance. See
http://ngwww.ucar.edu/ngdoc/ng4.1/supplements/vectors/#HEADING1-539
for a description of AST and a table of the associated parameters.
